Characteristics of banking infrastructure site security
01. Legal requirements

The construction of the Bank of Russia’s projects, setting up technical security equipment is regulated by industry-specific design standards GDP-001-01. These standards can be used when implementing commercial banks’ security systems.

02. Access control

The premises of the bank are divided into areas of free access and secured access, the entrance to which is limited and carried out by passes.

03. Company-specific risk

Banks carry out cash transactions, storage, transportation and collection of cash. The protection of ATMs and cash-in-transit guards from criminal offense is a significant security problem of banks.

The following secure subsystems are integrated into the hardware-software solution by the principle of “one-stop shop”: access control systems, videosurveillance systems, systems for protecting the perimeter, intruder detection and alarm systems, secure lighting and others.

Threats
  • Money and material value theft from the strong room, depository, premises for cash recounts.
  • Entering the building in order to gain access to computers, servers or network equipment.
  • Money theft from the cashier’s desks.
  • Сash-in-transit guards attack.
  • Breaking mobile objects under seal (the transport of material assets).
  • Unauthorized change of the route or cash-in-transit vehicles’ location.
The integrated security system scheme for banking sector facilities:

Aims
  1. To improve the responsiveness to emergency situations.
  2. To obtain a complete picture of the security systems status of the payment processing centers.
  3. To optimize technical security equipment (TSE) functioning and actions of facilities’ guard force.
Objects
  1. A single center of technical security equipment (TSE) monitoring.
  2. Perimeter.
  3. Parking lot.
  4. Office space, checkpoint.
  5. Counter hall.
  6. Points of entrance for visitors.
Tasks
  1. Access control automation.
  2. Improving the protection efficiency of bank branches through integration.
  3. Improving the effectiveness of ATM protection.
  4. Improving the effectiveness of cash-in-transit guards’ protection.
  5. Improving the effectiveness of planning and work control of the physical security forces of the bank branches, as well as outsourcing PSCs (Private Security Company).
  6. Creation of a single control center for monitoring the safety of the bank's branches.
Solution description
  • A safety management system that ensures data integration, efficient event processing and alarm signals’ timely transmission to security personnel and management;
  • Individual security systems’ level:
    • access control systems

    • perimeter protection systems

    • videosurveillance and video analysis systems

    • heat monitoring systems

    • radar and optical systems

    • facility-based and radio contact alert systems;

    • global positioning systems (based on GPS / GLONASS) and position finding of moving objects;

    • specialized applications for managers, where the information filtered by various criteria is transmitted (for example, signals about critical deviations in the work of a particular site, claiming direct intervention of the manager).
